Backfill Cache Providers

Internal cache provider package for Microsoft's backfill monorepo caching system (part of lage). Version 5.12.5 is current stable. Provides filesystem and remote cache backends for build caching. Not meant for direct use; consumers should use the main `backfill` package. Ships TypeScript declarations. Requires Node >=14. Release cadence is tied to lage releases.
