OpenBB Congress.gov Provider

Extension for the OpenBB Platform that provides access to U.S. Congress data from Congress.gov API. Version 1.2.3 requires Python >=3.10 and <4. Releases follow OpenBB platform extensions cadence (roughly monthly).
